Building and remodeling in Belle Meade

Davidson County · Updated October 20, 2026

Belle Meade is surrounded by Nashville but governed separately. It's one of Davidson County's satellite cities, with its own city hall, building official and design review commission. Metro Codes doesn't issue building permits here. That's the first thing to understand before planning a project on one of Belle Meade's large, tree-covered lots, many of which hold substantial early- and mid-20th-century homes.

Belle Meade's permit office

The City of Belle Meade issues building permits for new houses, additions, demolition, plumbing, mechanical, pools and pool houses, interior and exterior renovation, repairs, terraces, decks, spas, fences, masonry walls, driveways and outdoor fireplaces. The city says permits are required whenever an owner or agent intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building, inside or out. A homeowner can pull a permit. A contractor must show a state contractor's license and workers' compensation insurance.

Code edition

Belle Meade adopted the 2024 International Residential Code as of July 1, 2026, along with the 2024 International Building, Fuel Gas, Mechanical and Plumbing Codes. Projects designed earlier under the 2018 code should be checked against the new edition before you apply.

Electrical inspections go to the State

Belle Meade doesn't inspect electrical work. The State of Tennessee does all electrical inspections in the city, through its CORE online system. Your electrician will pull a state electrical permit, and you'll need that permit number to schedule inspections.

Plans and site plans

For new houses and additions, the city wants scaled plans (two hard-copy sets plus PDFs), architect-sealed drawings where required, and elevations showing existing and finished grade. The site plan must show property lines, the building envelope, existing and proposed contours, all structures, the driveway and the location of sewer tank and control box. It must also show every tree 4 inches or larger in caliper, with species, and mark which trees will be removed. On wooded Belle Meade lots, that tree survey is a real line item. Budget for an arborist or surveyor.

Security fencing for demolition and new construction

Since March 15, 2026, every property issued a permit for demolition or new construction must have a locking security fence around the property, or around the construction area for sites over two acres. The city's rules call for:

  • 6 to 8 feet tall, green and opaque, raised 1 to 2 inches off grade so erosion controls still work;
  • no advertising on the fence;
  • parking, materials, portable toilets and dumpsters behind it;
  • the fence in place and verified by city staff before the permit is issued.

Build this into teardown and new-build budgets and schedules.

Design review

Belle Meade has its own Conservation Overlay and Historic Zoning Commission. The city describes its purpose as preserving the city's architectural character, and the commission regulates exterior design, arrangement, texture and materials for compatibility. Applications go through the city's online portal, and the commission publishes design guidelines and a meeting schedule.

Don't confuse this with Metro's process. The Metro Historic Zoning Commission has a conservation overlay called Belle Meade Links Triangle, but it's administered by Metro, not by the City of Belle Meade.

Projects that fit Belle Meade homes

Additions and whole-house renovations. Large lots allow additions that would be impossible elsewhere. Design review, the tree survey and setbacks will shape what's possible. See home additions.

Kitchens and baths. Older estates often have kitchens and baths that were last updated decades ago. Interiors aren't subject to design review, but they still need city permits for plumbing, mechanical and building work, plus state electrical permits. See kitchen remodeling and bathroom remodeling.

Roofing. Many of the larger older homes here have slate, tile or other premium roofs. Changing roofing material is an exterior change that should go past the design review commission first. See roofing.

Windows and exterior paint. Exterior materials are part of design review. Ask the city before you change window types or paint unpainted masonry. See windows and exterior painting.

HVAC. Large older homes often need zoned systems and duct redesign. See HVAC.

Licensing

Belle Meade is in Davidson County, so remodeling jobs from $3,000 to $24,999 need a state Home Improvement license, and the city asks contractors for evidence of a state contractor's license. Check any license on the state's Verify search.
